北京：国三排放标准柴油货车下月禁行

　　细颗粒物（PM2.5）最新来源解析表明，货车污染物排放量占全部机动车排放量的一半以上，自然控制货车的排放就成为了重中之重。爱卡汽车从北京市交通委员会获悉，北京将对国三排放标准的柴油载货汽车进行控制。今年12月1日起，除生产生活保障等三类车辆，国三标准柴油载货汽车全天全市域禁行。

　　本市号牌的国三柴油货车、为本市运输生产生活物资的外埠国三柴油货车、整车运输鲜活农产品的外埠国三柴油货车可享一年过渡期，过渡期截至2019年10月31日。

　　根据《中华人民共和国大气污染防治法》、《中华人民共和国道路交通安全法》、《北京市大气污染防治条例》的有关规定和《国务院关于印发打赢蓝天保卫战三年行动计划的通知》、《北京市人民政府关于印发2018年市政府工作报告重点工作分工方案的通知》、《北京市人民政府关于印发北京市打赢蓝天保卫战三年行动计划的通知》的有关要求，为改善首都空气环境质量，有效降低机动车污染物排放，经市政府同意，自2018年12月1日起，对在本市行政区域内道路行驶的国三排放标准柴油载货汽车采取如下交通管理措施：

　　一、本市核发号牌（含临时号牌）的国三排放标准柴油载货汽车应遵守以下规定：

　　（一）每天6时至23时，五环路（不含）以内道路禁止载货汽车通行，五环路主路禁止核定载质量8吨（含）以上载货汽车通行。

　　（二）自2019年11月1日起，全天禁止所有国三排放标准柴油载货汽车（含整车运送鲜活农产品的国三排放标准柴油载货汽车）进入本市行政区域内道路行驶。

　　二、外省、区、市核发号牌（含临时号牌）的国三排放标准柴油载货汽车应遵守以下规定：

　　（一）2018年12月1日至2019年10月31日，除经相关管理部门确认为保障本市生产生活物资运输的国三排放标准柴油载货汽车、整车运送鲜活农产品的国三排放标准柴油载货汽车外，其他国三排放标准柴油载货汽车全天禁止进入本市行政区域内道路行驶；经相关管理部门确认为保障本市生产生活物资运输的国三排放标准柴油载货汽车，全天可以进入六环路（不含）以外道路行驶，办理进京通行证件后每天0时至6时可以进入六环路（含）以内道路行驶；整车运送鲜活农产品的国三排放标准柴油载货汽车，全天可以进入六环路（不含）以外道路行驶，每天0时至6时可以进入六环路（含）以内道路行驶。

　　（二）自2019年11月1日起，全天禁止所有国三排放标准柴油载货汽车（含整车运送鲜活农产品的国三排放标准柴油载货汽车）进入本市行政区域内道路行驶。

　　四、本市及外省、区、市核发号牌（含临时号牌）的载货汽车除遵守上述规定外，还应遵守本市相关部门制定的其他交通管理措施。

　　五、公安机关交通管理部门应当按照本通告的规定，在机动车禁行区域周边道路设置禁令标志。对于机动车违反本通告规定进入禁行区域道路行驶的，认定为“违反禁令标志指示行驶”的违法行为，依法处罚。

　　六、《北京市交通委员会、北京市环境保护局、北京市公安局公安交通管理局关于对部分机动车采取交通管理措施降低污染物排放的通告》（京交发〔2014〕29号）、《北京市交通委员会、北京市环境保护局、北京市公安局公安交通管理局关于对部分载货汽车采取交通管理措施降低污染物排放的通告》（京交发〔2017〕179号）中关于载货汽车的交通管理措施与本通告不一致的内容，以本通告为准。
